The purpose of the event was to get views on what is expected from HR in your organisations. An overarching Strategy for HR in the Civil Service is being developed which aims to change how HR is delivered across the Civil Service into the future.

New Dail Arrangements

An SPS Event was held on the 28th October 2016, in the Department of the Taoiseach. Attendees heard how minority Government works from the perspective of the Oireachtas and the Parliamentary Liaison Unit of the Department of the Taoiseach. Insights were also provided into what Departments/Offices can do to support and assist the Government in the context of the new Dáil arrangements.

SPS Event – The Challenge of Leadership

An SPS Event on the Challenge of Leadership was held on 16th September 2016 in the Ballroom, Iveagh House, St Stephens Green.

 

The purpose of the event was to get members views on the challenges facing senior leaders across the Civil Service, the training and development that should be put in place to support the SPS in addressing these challenges and members ideas on the best means of providing training.

SPS Event 10th June 2016

An SPS Event took place on 10th June in the ballroom of Iveagh House on strengthening policy making skills.  The event comprised presentations and round table discussions. The issues raised at the event will feed into a paper being prepared for the CSMB in relation to Action 22 of the Renewal Plan. Assistant Secretary Annual Conference 13th May 2016

The theme of the Conference was centred around the challenges in delivering better for the people of the country.  Speakers included Commissioner Phil Hogan, former Governor of the Central Bank, Patrick Honohan, Garda Commissioner, Nóirín O’Sullivan, Ombudsman, Peter Tyndall, Data Protection Commissioner, Helen Dixon and Secretaries General Niamh O’Donoghue and Robert Watt.

They shared their reflections on the high level challenges facing senior leaders and how those challenges can be met. They also considered how we can deliver better for the public, most particularly in relation to use of data, and the issues to consider in this context. The event included opportunities for discussion and questioning.

UK Referendum on EU Membership 28th April 2016

The SPS recently held an event on the forthcoming UK referendum on EU membership, which took place on Thursday, 28th April in the Department of the Taoiseach,

The vote on EU membership is of major importance not only to the UK but to the EU itself. For Ireland, a vote to leave would present particular challenges including for Northern Ireland, our economy and the loss of a like-minded partner in the EU.

The briefing will offer an opportunity to discuss the reforms agreed by the European Council and to discuss issues that could arise in the event of a decision by the UK to leave the EU.

SPS Event – Talent Management 22nd January 2016

An SPS Event was held in relation to Talent Management – Action 10 of the Civil Service Renewal Plan.

The Renewal Plan proposes the introduction of a structured and transparent talent management programme to develop future leaders. The Civil Service Management Board have agreed on a proposed two strand approach which provides a framework for developing talent at all levels in the Civil Service.  The first element focuses on leadership development and succession planning at senior levels with a programme specifically aimed at Deputy Secretary, Assistant Secretary and Director level (this will then be rolled out to Principal Officers).  The second part of the Talent Management Framework will include all grades up to and including Assistant Principal level with a focus on identifying those with the potential to progress to the next level or take the next step in their career.

Work is now commencing on the development of the senior level talent management leadership development programme with the first step involving a consultation process with all relevant parties on the approach, structure and content of a Talent Management programme.   The views and ideas of the SPS are critical in helping to shape the programme.

The event took place on Friday, 22 January, 2016, 8.30am – 11.00am in the Italian Room, Department of the Taoiseach.

Assistant Secretary Network Event on Performance Review Process 23rd November 2015

An SPS event has recently taken place on the subject of the new Assistant Secretary Performance Review Process, to roll out in January 2016.

The event took place on 23rd November, in the Ballroom, Iveagh House.  The event provided insights into how the Assistant Secretary Performance Review Pilot Process worked in practice from those who participated.

Assistant Secretary Network Event 30th September 2015

A presentation was given by John Concannon, Director, Ireland 2016 Centenary Programme in the ballroom of Iveagh House, St Stephens Green.

The event was organised to set the context of Ireland 2016 and to introduce the Programme. The event included presentations by Feargal Ó Coigligh, Assistant Secretary, Department of Arts, Heritage and the Gaeltacht and John Concannon, Director Ireland 2016.
